BACKGROUND:

In 2019, AB 836 established the Wildfire Smoke Clean Air Centers for Vulnerable Populations Incentive Pilot Program. AB 836 was established to provide funding through a grant program to retrofit ventilation systems in order to create a network of clean air centers to mitigate adverse public health impacts due to wildfires and other smoke events.

 

DISCUSSION:

The CZU August Lightning Complex Fire demonstrated the detrimental effects wildfires can have on air quality.  One method to combat air quality is to provide Air Quality relief areas.  A major component to creating these relief areas is air filtration systems. 

Bay Area Air Quality Management District (BAAQMD), under their Wildfire Preparedness Program, is purchasing portable air filtration units to be distributed throughout San Mateo County under a grant use agreement for a period of 3 years, after which the County keeps the units.

 

BAAQMD has submitted a grant use agreement to the County for the County of San Mateo Board of Supervisors approval.  San Mateo County will act as the administrator and custodian of the grant agreement.

 

BAAQMD will purchase and provide San Mateo County Department of Emergency Management (SMCDEM) with air filtration units with a total monetary value of approximately $100,000 for use during wildfire smoke events and will also designate an Air District liaison in Attachment A (Organization Contact Information) to facilitate communications with designated SMCDEM liaison.

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

There is no cost to County to execute this grant agreement.
