B)                     Approving an Appropriation Transfer Request (ATR) authorizing the transfer of unanticipated revenue to Cal OES for the FY 2020 Community Power Resiliency Allocation in the amount of $274,896.

BACKGROUND:

On October 2, 2020, the California Governor’s Office of Emergency Services (Cal OES) approved a FY 2020 Community Power Resiliency Allocation in the amount of $274,896 for San Mateo County to help reimburse eligible activities between July 1, 2020 to March 31, 2022. Under the terms of the State’s proposed subrecipient allocation agreement, “eligible activities” under this allocation are limited to equipment, plans, public education materials, and one-time costs associated with identifying and equipping resource centers for the public to access during electrical disruptions. This funding allocation also requires that 50% ($137,448) be utilized to support one or more of the resiliency areas: schools, election offices, food storage reserves, and/or COVID -19 testing sites.

 

DISCUSSION:

As a condition of receiving funds Cal OES requires the County to provide two reports on the expenditures of the funds. The first report is due no later than November 30, 2021, and the second no later than April 30, 2022. The reports will identify how the funds have been used, including a description of each project or activity undertaken, the amount of funding provided to the project or activity and the specific outcomes achieved by each project or activity, including use during a power outage. 

 

The resolution approving the acceptance of the Community Power Resiliency Allocation funds and authorizing the County Manager to execute the subrecipient allocation agreement has been reviewed and approved by County Counsel as to form.

 

FISCAL IMPACT:

The allocation of funds to be received from Cal OES are $274,896 for the claiming period July 1, 2020 and March 31, 2022. There is no fiscal impact to Net County Cost.
