BACKGROUND:

Behavioral Health and Recovery Services (BHRS) operates Cordilleras Mental Health and Rehabilitation Center (CMHRC) through Telecare Corporation (Telecare). BHRS previously partnered with San Mateo Medical Center (SMMC) to provide primary care services for clients at CMHRC. To reduce costs and maintain quality care, HealthRIGHT 360 (HealthRIGHT) was selected in February 2019 through a Request for Quotes process and has provided primary care services and oversight of an attending physician for CMHRC since July 2019.

 

DISCUSSION:
Over the past two years, HealthRIGHT has demonstrated its ability and effectiveness as a partner in the County’s integrated approach in providing mental health services.  HealthRIGHT provides nursing support and primary care physician services, working with Telecare to address the primary care needs of CMHRC clients. The County and HealthRIGHT have identified a need for an additional 0.5 FTE non-clinical position to provide support for the referral of clients for specialty services. This position has been added to the staffing provided under the agreement, to help facilitate addressing patient care needs more efficiently.

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form. This agreement is coming to your Board late due to prolonged negotiations.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

It is anticipated that 70% of female patients will receive cervical cancer screening during the first year of the agreement.

FISCAL IMPACT:

The term of the agreement is July 1, 2021 through June 30, 2024. The amount of the agreement is not to exceed $750,000 for the three-year term. Funds in the amount of $250,000 are included in the SMMC FY 2021-22 Recommended Budget and does not require additional net county cost.
