BACKGROUND:

For more than three decades, Mateo Lodge, Inc. (Mateo Lodge) has provided residential and other mental health treatment services to Behavioral Health and Recovery Services (BHRS) clients who reside in San Mateo County. Mateo Lodge’s services are low cost, community-based alternatives for seriously mentally ill adults with co-occurring disorders who otherwise would live in locked psychiatric facilities, homeless shelters, or on the streets.

 

DISCUSSION:

Mateo Lodge will provide a variety of services to a minimum of 471 seriously mentally ill adult clients with co-occurring disorders in the County. These services include transitional residential treatment, supportive rehabilitation services, and community-based case management to clients in need of additional clinical treatment.

 

The services also include mobile outreach to 250 seriously mentally ill clients with co-occurring disorders who are homeless or at risk of homelessness. Furthermore, through the Family Assertive Support Team, the contractor will provide in-home outreach and engagement services to a minimum of 72 non-homeless individuals with serious mental illness and their family or caretaker.

 

Under the B-1 Administrative Memorandum, the selection of providers of housing services and related supports for BHRS clients is exempt from the County’s Request for Proposals process requirement.  

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.  This agreement has been delayed due to prolonged contract negotiations and is on the Continuing Resolution.

 

BHRS provides a range of services to promote wellness and recovery, supporting consumers remaining in the lowest possible level of care. The provision of transitional residential services is one established level of care. It is anticipated that 80% of clients will be discharged to more independent living after completing 12 or more months of treatment in a Transitional Residential Treatment Services program.

FISCAL IMPACT:

The term of the agreement is July 1, 2021 through June 30, 2022. The amount of the agreement is not to exceed $2,688,377 for the one-year term. Of that amount, $414,448 will be funded by sales tax through 1991 Realignment; $443,612 by the Mental Health Services Act; $469,153 by Federal Medi-Cal; $141,087 by Projects for Assistance in Transition from Homelessness grant funds; and $120,444 by Substance Abuse and Mental Health Services Administration grant funds. The Net County Cost is $1,099,633. Funds for these services have been included in the BHRS FY 2021-22 Approved Budget.
