BACKGROUND:

The Department of Public Works (Department) regularly maintains a number of agreements with various firms to provide special inspection and material testing services on an as needed basis. These on-call special inspection and material testing services help expedite necessary work on numerous Department managed Capital Projects.

 

It is anticipated that a significant number of projects requiring the use of special inspection and material testing services will be undertaken within the next three years. The work may include, but will not be limited to, laboratory material standard testing, as well as asphalt, steel, and welding inspections. The Department does not have in-house special inspection and material testing services expertise and relies on outside firms to provide this service.

 

DISCUSSION:

The Department conducted a Request for Proposals (RFP) to solicit firms. A selection committee comprised of Department staff reviewed and ranked the submissions received from eight qualified firms and made recommendations (Attachment A). The Department is recommending this Board authorize on-call agreements with Geocon Consultants, Inc, Consolidated Engineering Laboratories, and Ninyo & Moore as the firms that best meet the needs of the Department.

 

By executing the agreements, the Department will have the ability to utilize the firms’ expertise in completing certain tasks associated with special inspection and material testing services. 

 

The Department will issue individual Work Orders/Task Orders that outline the scope of work and a not-to-exceed amount to each firm for work to be performed. The not-to-exceed amount for the individual Work Orders/Task Orders will vary, however, the cumulative sum of the Work Orders will not exceed the maximum amount allowed per agreement.

 

County Counsel has reviewed and approved the resolution and agreements as to form.

 

FISCAL IMPACT:

The term of each agreement is for three years, from September 15, 2021 through September 14, 2024, for a not to exceed amount of $300,000 per agreement and a maximum aggregate amount of $900,000. The cost of the agreements is included in the adopted FY2021-22 Capital Projects budget. There is no impact to the General Fund.
