BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. Supervisor Horsley has submitted a request to use district-discretionary Measure K funds for District 3 as shown below and described in the Project Summary section of this memorandum:

PROJECT SUMMARY:

This is a request to authorize a grant to the Woodside Fire Protection District (WFPD) and a corresponding grant agreement between the County and WFPD, in an amount not to exceed $20,000, to assist in funding a critical fuels reduction collaboration among the WFPD, Fire Safe SMC, Stanford University and the Town of Woodside. The fuels reduction project consists of utilizing specialized equipment, including a large tub grinder, to collect and chip the large downed tree trunk debris that remains after a large scale tree removal under the Stanford Linear Accelerator Center (SLAC) power lines in an easement along the southern border of Wunderlich Park. The project will be managed by the WFPD, which will retain a contractor employing specialized forestry equipment. The County Manager’s Office will administer and manage the proposed agreement.

 

Over the past 5 years, the Department of the Interior and contractors retained by SLAC  have performed large scale vegetation and tree clearance around the high voltage SLAC lines that run through Wunderlich County Park. (SLAC is operated by Stanford University under a contract with the United States Department of Energy.)  Over time, this work has left large 24” to 30” tree trunk debris along the South/East perimeter of Wunderlich Park, adjacent to the Skywood residential subdivision. A recent site visit by Fire Safe SMC, WFPD, SMC Parks, and SLAC confirmed that the large quantity of debris could pose safety concerns and that removal of this debris should therefore be prioritized. 

 

The parties have been working to raise the $34,000 needed to clean up this debris. The Town of Woodside has offered to provide $6,000 and SLAC has offered to provide $8,000. This Measure K grant would cover the balance of the cost for this clearing work.  WFPD and the Fire Safe Council of San Mateo County will coordinate and implement (via a licensed contractor), the debris removal, while ensuring that the work conforms to San Mateo County Parks’ operational specifications.

The release of funds will be contingent on the execution of a grant agreement with WFPD requiring the district to use the grant proceeds solely for the clearing work described in this memorandum and requiring WFPD to confirm the expenditure of funds for the purposes stated herein.

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2021-22 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2021-22 Approved Recommended Budget.
