Adopt a resolution authorizing:
A) The acceptance of a grant from the California Health Facilities Financing Authority to provide a dedicated youth space in San Mateo Medical Center’s Psychiatric Emergency Services unit, for the term of April 29, 2021 through August 31, 2024, in an amount not to exceed $618,915; and
B) The Chief Executive Officer of San Mateo Medical Center to execute any and all documents and agreements associated with the acceptance of the California Health Facilities Financing Authority grant.

BACKGROUND:
Behavioral Health and Recovery Services (BHRS) and San Mateo Medical Center (SMMC) continuously seek out opportunities to enhance their comprehensive Youth Mental Health Crisis Continuum of Care that integrates essential elements of behavioral health prevention, early intervention, response, stabilization and transition supports for youth in crisis. This continuum supports the County’s vision of safer communities for youth and families, where they realize a meaningful life, and the challenges of mental health and or substance use are addressed in a respectful, compassionate, holistic, culturally responsive and effective manner.
DISCUSSION:
With the funds from the California Health Facilities Financing Authority (CHFFA), SMMC will collaborate with BHRS and the Department of Public Works to renovate the SMMC Psychiatric Emergency Services (PES) unit to offer new youth-dedicated crisis stabilization services within the unit. The current eight-bed general population PES will be reconfigured to include a six-bed adult PES unit and a new, separate youth-dedicated two room suite sectioned off from the adult unit. This proposal will support County Health in delivering safe, age-appropriate, family friendly, and trauma informed crisis services for young people and their families so that they can avoid unnecessary hospitalization and interactions with law enforcement, which can be particularly traumatic for Black, Indigenous, and People of Color. The proposed enhancements help children and youth return to stability in the community as soon as possible. In addition, SMMC is also requesting that the Board authorize the Chief Executive Officer of SMMC to be able execute any and all documents and agreements associated with the funding for the grant from CHFFA. The grant is coming the Board late due to prolonged negotiations.
The resolution has been reviewed and approved by County Counsel as to form.
The renovation will result in expanded capacity for youth and family-focused crisis stabilization services in San Mateo County, creating youth-dedicated crisis services within a PES Unit. It is anticipated that 349 youth clients will be served in PES.

FISCAL IMPACT:
The grant period is from April 29, 2021 through August 31, 2024. The amount of the grant is not to exceed $618,915 for the three-year term. Funds will be included as a September Budget Change to the FY 2021-22 Approved Budget. Funds will be included in the SMMC FY 2022-23 September Revised Budget. The grant will cover the total cost of the project. Since the County is receiving these funds, there is no Net County Cost associated with this agreement.
