BACKGROUND:

In 2005, following the Virginia Tech shooting, the Office of Emergency Preparedness and the Board of Supervisors developed a plan to help the residents of San Mateo County become better prepared for natural disasters and civil unrest. San Mateo County Disaster Preparedness Day has been celebrated yearly since then.

Through the years, thousands of residents of San Mateo County have learned how to turn off the gas to their homes, pack a go bag, or perform CPR. All of this is done with the help of community organizations including fire, police, the Red Cross, the local hospital health care districts, and non-profits. In 2019, there were 45 resource tables and 1,600 participants.

This year, the event will be held on Saturday, September 18, 2021 at the San Mateo County Event Center.

DISCUSSION:

Each year, various donors provide financial support and other contributions to offset event costs, and to provide participants with an informative event.  As of July 26, 2021, the County has received donations from the following community organizations:

                     PG&E:  $5,000

                     Peninsula Health Care District:  $1,000

                     Silicon Valley Community Foundation: $5,000

Pursuant to County Administrative Memorandum B-3, gifts to the County in excess of $2,500 or with significant conditions or stipulations are to be referred to the Board of Supervisors for acceptance or rejection.  It is recommended that the Board accept these donations for the benefit of the event.

In addition to the above donations, it is anticipated that additional donations in excess of $2,500 may be offered prior to the event.  In order to properly plan for this important event, it is requested that the Board authorize the County Manager to accept such gifts and execute any requested and appropriate agreements with the donors.

County Counsel has reviewed and approved the resolution as to form.

FISCAL IMPACT:

Each year, the County contributes $10,000 to this event.  Funding is included in the County Manager’s Office FY 2021-22 budget.  All other costs to the County associated with this event are covered by both monetary and in-kind donations.
