Recommendation for the appointment of Elaine Orr Flash (Fourth Member) to the Board of Retirement of SamCERA, for an initial term ending June 30, 2024.

BACKGROUND:
The Board of Retirement serves as fiduciary for the members of SamCERA and as a prudent administrator of the retirement fund. Four of the nine members of the Board of Retirement are appointed by the Board of Supervisors, each for terms of three years. The term for this appointment would end June 30, 2024.
DISCUSSION:
Elaine Orr Flash is being recommended to serve as Fourth Member, a seat formerly held by Eric Tashman who has termed-out. Elaine has a Bachelor of Commerce and Business Administration in Finance from the University of British Columbia, Canada and is a Chartered Financial Analyst, with experience as a Trustee and Board member of the Federated City Employees’ Retirement System of San Jose. She has experience in institutional asset management and strategic relationship management. Her experience includes serving on the Silicon Valley Community Foundation investment committee and board liaison. Elaine is a 20-year resident of San Mateo County, currently living in Millbrae, California.
