BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to the Fair Oaks Beautification Association, Inc. (FOBA) and resulting grant agreement in an amount not to exceed $60,000 to support operational and maintenance costs for two existing pocket parks in North Fair Oaks over the next three years. The County Manager’s Office will administer and manage the proposed agreement.

 

FOBA is a neighborhood all-volunteer non-profit created to improve the quality of life for the residents of North Fair Oaks. With a 25-year history of beautifying North Fair Oaks’ neighborhoods, FOBA’s most recognized accomplishment has been the creation and maintenance of two mini parks: North Fair Oaks Community Playground (located at Fair Oaks Avenue and Edison Way), created in 2001; and the Pocket Park (located at Bay Road and 18th Avenue), created in 2012.  Both of these parks are located primarily on land owned by the San Francisco Public Utilities Commission (SFPUC) as part of the Hetch Hetchy right of way.  FOBA operates both parks pursuant to use permits from the SFPUC.

 

North Fair Oaks is home to approximately 15,000 residents, with the highest density population within San Mateo County. Many of the residents are renters with little or no access to a backyard. The North Fair Oaks Community Plan, adopted by the Board of Supervisors in 2011, stated that North Fair Oaks was in high need of additional parks, play areas and open space. These two FOBA pocket parks enhance the North Fair Oaks community by providing a safe outdoor space for the residents to enjoy.

 

This request for $60,000 in Measure K district-discretionary funds will give FOBA the ability to fund on-going maintenance and operations of these two pocket parks over the next three years, including but not limited to repairs for the playground equipment, insurance, and outreach for FOBA community events at the parks.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
