BACKGROUND:

The COVID-19 pandemic has had a disproportionate impact amongst California’s diverse population groups. On March 31, 2021 California Government Operations Agency announced that the State would be making available $7,600,000 in funding to the nine Bay Area Counties (10 Local Health Jurisdictions) for the purpose of administering vaccines in communities that are at increased risk of COVID-19 infection and hospitalization. San Mateo County will be receiving $750,000 of this allocation. The goal of this agreement is to accelerate COVID-19 vaccinations to the most vulnerable, high-risk populations within the County.

 

DISCUSSION:

San Mateo County proposes to use the funding provided through this agreement in two main areas for the purpose of administering vaccines in communities that are at increased risk of COVID-19 infection and hospitalization: 1) a series of contracts with Community Based Organizations (CBO’s) administered through the San Mateo County Office of Community Affairs (OCA); and 2) a Management Analyst position through San Mateo County Health’s Public Health Policy and Planning division. The following goals are proposed to improve COVID-19 vaccine uptake in Health Equity Quartile (HEQ) communities in San Mateo County:

 

                     OCA intends to amplify its partnerships with CBO’s to increase vaccine access, acceptance, uptake, and registration, in addition to maintaining the importance of mask-wearing, social distancing, and testing.

                     Ensure equitable distribution and administration of COVID-19 vaccines to targeted HEQ communities that show the lowest COVID-19 vaccine coverage within San Mateo County.

                     Increase COVID-19 vaccine confidence through education, outreach, community partnerships, and other trusted relationships in underserved communities of color.

                     Develop and implement community collaboration and engagement strategies to promote COVID-19 vaccine efforts that reduce or eliminate cultural and systemic barrier to vaccine access.

 

This agreement has been submitted to your Board late due to delayed agreement development at the State.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

This agreement has been created with the Family Health Services (FHS) director as the signatory. In order to minimize funding delays, FHS seeks your Board’s authorization for the FHS director to sign the agreement, in lieu of your Board.

 

The Board is being asked to authorize the FHS director or their designee to execute subsequent amendments which do not exceed an aggregate of $25,000.

 

It is anticipated that with this award, the number of community outreach partners will increase to 15 partners, and the number of residents registered for vaccine appointments will increase to 600,000 residents.

FISCAL IMPACT:

The term of the agreement is April 1, 2021 through January 31, 2022. The amount of the agreement is not to exceed $750,000 for the nine-month term. Since FHS is the recipient of these grant funds, there is no Net County Cost. Revenues and expenditures for this grant award in the amount of $137,965 have been included in the FHS FY 2020-21 Adopted Budget and $612,035 in the FY 2021-22 Recommended Budget.
