BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

 

PROJECT SUMMARY:

This is a request to authorize a grant to All Five and resulting grant agreement in an amount not to exceed $25,000 to allow for enrollment expansion of their infant, toddler and preschool program in Belle Haven. The County Manager’s Office will administer and manage the proposed agreement.

 

All Five is a high-quality, socioeconomically diverse early childhood education program located in the Belle Haven neighborhood of Menlo Park. Its mission is to empower all families to choose a high-quality early education for their children.

 

The pandemic has highlighted the tremendous need for facilities for childcare and early education. In fact, the need is tied to the ability of low-income parents, many of our essential workers, to return to work. During the last five years, All Five has experienced tremendous growth in their diverse program. They saw the growing need and have partnered with Ravenswood School District, entering into a long-term lease agreement, to provide infant and toddler childcare (a new program to All Five) and pre-school early education on a school district campus in Belle Haven.

By adding additional childcare and early childcare education availability, this new space will directly benefit this community’s families, who have been disproportionally impacted by the pandemic, as they are largely hourly employees who are unable to return to work without childcare. All Five is looking to add infant and toddler care to their program and increase their early education program, adding 52 spots to their overall program over the next two years.

This request for $25,000 in Measure K district-discretionary funds will allow All Five to expand enrollment of their infant, toddler, and preschool program in Belle Haven, to be used toward building the outdoor deck and canopy.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2021-22 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2021-22 Approved Recommended Budget.
