Adopt a resolution authorizing an amendment to the agreement with LifeMoves to increase funding by $407,723 for a new total obligation amount not to exceed $3,636,307 to cover the cost to expand homeless outreach services to include COVID-19 vaccine education and support services for the same term of July 1, 2017 to June 30, 2022.

BACKGROUND:
After obtaining Board approval on June 27, 2017, by Resolution No. 075298, the County entered into an agreement with LifeMoves for the term of July 1, 2017 through June 30, 2018, for a total obligation amount not to exceed $712,000 to provide street-based outreach and community health services to assist San Mateo County residents who are unsheltered and experiencing homelessness with becoming housed and improve their access to health care.
After obtaining Board approval on June 5, 2018, by Resolution No. 075928, the County amended its agreement with LifeMoves to extend the term by two years for a new term of July 1, 2017 to June 30, 2020, and increased funding by $1,424,000 for a new total obligation amount not to exceed $2,136,000 to continue providing outreach and community health services for the expanded term.
After obtaining Board approval on June 2, 2020, by Resolution No. 077468, the County further amended its agreement with Life Moves to extend the term by an additional two years for a new term of July 1, 2017 to June 30, 2022, and increase funding by $1,098,524 for a new total obligation amount not to exceed $3,228,584 to continue providing outreach and community health services for the expanded term.
In 2020, the County received an award of $565,747 in COVID-19 Emergency Homelessness Funding from the California Business, Consumer Services and Housing Agency (BCSH). Eligible uses of funding include facilitating access to the COVID-19 vaccine for unsheltered people experiencing homelessness.
DISCUSSION:
People who are unsheltered and experiencing homelessness have difficulty accessing medical services in traditional settings, such as a clinic or pharmacy. The Human Services Agency requests an amendment to the agreement with LifeMoves to add outreach case managers to provide COVID-19 vaccine education and support services. These additional services will be funded through the BCSH COVID-19 Emergency Homelessness Funding. LifeMoves will provide clients with information about COVID-19 vaccine availability and efficacy, help clients identify and secure vaccination appointments, and arrange for transportation to appointments. Additionally, LifeMoves will provide outreach services afterhours to reach clients who are not accessible during LifeMoves’ regular business hours of Monday through Friday, 9AM to 5PM.
The amendment to the agreement and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
It is anticipated for FY 2021-22 that 200 unduplicated clients will receive COVID-19 outreach and education services, and 50 unduplicated clients will receive access to and/or transportation to COVID vaccines through this program.

FISCAL IMPACT:
The term of the agreement is July 1, 2017 through June 30, 2022. The amount of the agreement is increased by $407,723 for a new total obligation amount not to exceed $3,636,307. The total amount of the amendment is 100% funded by the BCSH COVID-19 Emergency Homelessness Funding. Appropriation for this amendment is included in the FY 2020-21 Recommended Budget and will be included in the FY 2021-22 Recommended Budget. There is no Net County Cost associated with this amendment.
