BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

PROJECT SUMMARY:
This is a request to authorize a grant to Generations United and resulting grant agreement in an amount not to exceed $40,000 for academic and enrichment classes and services to underserved families in the Redwood City and North Fair Oaks communities. The County Manager’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On July 23, 2019, the Board of Supervisors approved district-discretionary MEASURE K funding for Generations United in the amount of $35,000 for academic and enrichment classes and services to underserved families in the Redwood City and North Fair Oaks communities.
Generations United’s mission is to empower Redwood City and North Fair Oaks children and their families to reach their full potential in this generation and next. Over the past decade, most of Generation United’s work has been done through Academic Enrichment Centers that equip students to succeed by providing reading partners, homework assistance, and academic assessments. The organization also provides family services and, most importantly, provides consistent, positive, and safe relationships and other support for students and their families. The Academic Enrichment Centers are located on or near local school campuses, providing a safe place for children to learn and thrive after school. These centers offer wrap-around services for parents and siblings, including classes in nutrition, personal fitness, art, English as a second language. Such offerings are made possible through volunteers, nonprofit partners and other community partnerships. During the COVID19 pandemic, Generations United also provided weekly food distribution to the 145 families it serves.
Due to the COVID19 pandemic, Generations United provided emergency relief for families that, for a variety of circumstances, were unable to meet basic needs. They serve approximately 1,000 individuals annually. COVID19 created an additional burden to the vulnerable families served by further distancing young students of color from the public education they desperately needed.
The Measure K grant will be used to assist Generations United in meeting their 2021 priorities. Specifically, it will allow Generations United to continue to provide academic enrichment at their centers and to continue to provide services to children and their families, including but not limited to mental health counseling and weekly food distribution.
Total Measure K Request: Not to Exceed $40,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
