BACKGROUND:
San Mateo County is responsible for providing necessary medical care to its medically indigent population, as well as access to services to its general population. Dr. Buckley has been providing ophthalmology services at San Mateo Medical Center (SMMC) for more than 20 years.

DISCUSSION:
The County's need for ophthalmology services remains substantial due to the aging of its patient population. Dr. Buckley will be providing the same level of ophthalmology services and the same call coverage as his previous agreement: four clinic blocks and four surgery blocks per month. He will continue to share call coverage with the other two ophthalmologists under contract with SMMC.

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

The agreement and resolution have been reviewed and approved by County Counsel as to form.

The resolution contains the County's standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate). This contract is late due to prolonged negotiations.

It is anticipated that 85% of diabetic patients will receive annual retinal/dilated eye exam.
