BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to Casa Circulo Cultural and resulting grant agreement in an amount not to exceed $40,000 to support improvements to their new facility in North Fair Oaks. The County Manager’s Office will administer and manage the proposed agreement.

 

Casa Circulo Cultural is a non-profit multidisciplinary art organization dedicated to creating cultural programming reflective of the experiences of the Latino communities in the San Francisco Bay Area.  Based in North Fair Oaks, they offer a variety of enriching and engaging classes for youth from music, art, theater and dance, to martial arts, chess, literature, and more. They are also a Spanish immersion program and classes are mainly taught in Spanish to develop, preserve and encourage the Latino and Hispanic language and culture both to youth and adults. According to the founder of Casa Circulo Cultural, “Having a facility that honors diverse cultures, language and provides a vehicle for hope in the future is critical.”

 

In a story not unsimilar to other local non-profits, Casa Circulo Cultural was forced to move from their longtime location in Redwood City, as their rent dramatically increased. It took the organization some time to find their new location in the heart of North Fair Oaks, which will better serve their families, but the new location needed much renovation to continue their arts programming and more.

 

The Measure K grant will be used to support Casa Circulo Cultural in necessary improvements of their new facility including: installation of new floors; renovation of the existing bathroom to make it ADA compliant and the addition of a second bathroom; installation of dressing rooms; addition of a kitchen; and installation of storage space for inventory, cabinets and shelving.

 

Total Measure K Request: Not to Exceed $40,000

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein during FY 2021-22. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2021-22 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2021-22 Approved Recommended Budget approved by the Board on June 23, 2021.
