Adopt a resolution authorizing the Chief Elections Officer, or designee, to enter into an agreement for and receive, on behalf of the County, state funds as reimbursement for education and outreach relating to the implementation of the Voter’s Choice Act, in an amount not to exceed $67,865.

BACKGROUND AND DISCUSSION:

The San Mateo County Registration & Elections Division has qualified for a grant in the amount of $67,865.00 from the California Secretary of State to provide outreach and education services to voters as part of the Voter’s Choice Act (“VCA”). 

 

Specifically, under the proposed grant agreement, the funds may be used for reimbursement of expenses related to implementation of the VCA incurred between March 1, 2020 and November 4, 2020 for one or more of the following purposes, as further defined in the agreement:

 

                     Development, production, translation and transcription of materials into Braille, audio, or CD/DVD format

                     Development of translations into languages mandated by the California Elections Code or the Federal Voting Rights Act

                     Procurement of services to assist voters with language needs at Vote Centers and through the toll-free hotline

                     Development of a website to educate voters on the VCA

                     Public advertising of information on the VCA, including advertising on social media, newspapers, television, and radio

                     Mailers to disseminate information to registered voters on the VCA

                     Printing of education materials such as flyers and posters

                     Translation of advertisements, mailers and education materials related to the VCA

                     Development of accessible advertisements, mailers and education and outreach materials related to the VCA

                     Contracting services for VCA related education and outreach activities

 

Claims for reimbursement must be submitted no later than September 1, 2021. A copy of the grant agreement, which uses the State of California - Department of General Services Standard Agreement form, is attached as Exhibit “A” to this memorandum and incorporated by this reference.

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

There is no Net County Cost associated with accepting grant funds from the State related to implementation of the VCA.
