Measure K: Adopt a resolution waiving the Request for Proposals process and authorizing the County Manager, or the County Manager’s designee to prepare and execute:

 

A)                     An agreement with AECOM for design and integration services for a term of July 1, 2021, to December 31, 2021, in an amount not to exceed $276,410; and

 

B)                     An agreement with Strategy of Things, LLC for consultancy services for a term of July 1, 2021, to June 30, 2023, in an amount not to exceed $655,750.

BACKGROUND:

The Information Services Department (ISD) is collaborating with the Department of Public Works (DPW) who has been working with community partners to transform a one-half mile stretch of Middlefield Road in the heart of North Fair Oaks into a safe, vibrant, and friendly gathering place for the local community to hang out with friends and family, shop, dine and conduct business.

 

SMC Labs, the innovation arm of ISD, was asked to create an innovation layer of potential “Smart City” technologies and smart solutions that would complement the streetscape design already created by DPW. The goal is to make this section of Middlefield Road the most connected, data-driven corridor in not just the County but in the continental United States. The belief is putting data and digital technology to work, will result in better policy decisions and improved government service delivery. 

 

DISCUSSION:

The specific components of the requested agreements include the need for technical expertise resources for the following:

 

SMC Community Fiber Network ($276,410):  Provides the backbone for wireless connectivity for people and smart city applications on Middlefield Road. This new County asset would also provide a foundation for new applications and technologies for years to come.

                     SMC Community Fiber - Expansion of County Fiber for network/Internet connectivity infrastructure. New County owned and maintained asset

                     SMC Community Wi-Fi - Free public wireless services for all

 

AECOM was previously selected by DPW to provide construction management and architecture design for the overall street scape of the Middlefield Road project and has been working on this project from its genesis and provides the familiarity needed at this time. AECOM will focus on future proofing the corridor by integrating intelligent infrastructure to ensure the infrastructure buildout and connectivity of the corridor considers key technology initiatives that will optimize the “Middlefield Road Experience” in the following areas: arrival, connecting and engaging its citizens, improving health and safety, spurring economic development, and leveraging data to drive and influence policy.

 

Technical Resources ($655,750):  Strategy of Things, LLC (SoT) has previously supported ISD’s SMC Labs program and has begun to engage on the planning stages for the Middlefield Road Project. SoT will be providing this project with highly experienced consultancy resources in the “smart region” space and their familiarity with San Mateo County allows for the continuation in the project’s innovation efforts in a seamless manner with no less in continuity, time, and knowledge.

 

DPW’s groundbreaking is currently underway, and time is of the essence. AECOM will be able to easily integrate the innovation layer with the overall Middlefield project and SoT’s involvement with the County’s current “smart region” space will allow for the specialized expertise without jeopardizing existing construction schedule on DPW’s work on the streetscape, therefore, a waiver of the Request for Proposals process is recommended. 

 

County Counsel has reviewed and approved the Resolution and Agreements as to both form and content.

 

The approval of these agreements will allow for the expansion of smart solutions deployed in the County and will increase the connectivity options to SMC Public Wi-Fi for residents and visitors on Middlefield Road.

FISCAL IMPACT:

The term of the agreement with AECOM is July 1, 2021, through December 31, 2021, in an amount not to exceed $276,410. The term of the agreement with Strategy of Things, LLC is from July 1, 2021, to June 30, 2023, in an amount not to exceed $655,750. Measure K Funds will be used for this project and is included in the County Manager’s Office FY 2021-22 Recommended Budget and the FY 2022-23 Preliminary Recommended Budget.
