Measure K: Adopt a resolution waiving the Request for Proposals process and authorizing the County Manager, or the County Manager's designee to prepare and execute:

A) An agreement with AECOM for design and integration services for a term of July 1, 2021, to December 31, 2021, in an amount not to exceed $276,410; and

B) An agreement with Strategy of Things, LLC for consultancy services for a term of July 1, 2021, to June 30, 2023, in an amount not to exceed $655,750.

BACKGROUND:
The Information Services Department (ISD) is collaborating with the Department of Public Works (DPW) who has been working with community partners to transform a one-half mile stretch of Middlefield Road in the heart of North Fair Oaks into a safe, vibrant, and friendly gathering place for the local community to hang out with friends and family, shop, dine and conduct business.

SMC Labs, the innovation arm of ISD, was asked to create an innovation layer of potential "Smart City" technologies and smart solutions that would complement the streetscape design already created by DPW. The goal is to make this section of Middlefield Road the most connected, data-driven corridor in not just the County but in the continental United States. The belief is putting data and digital technology to work, will result in better policy decisions and improved government service delivery.
