BACKGROUND:
San Mateo County is responsible for providing necessary medical care to its medically indigent population, as well as access to services to its general population. Dr. McNamara has been providing ophthalmology services at San Mateo Medical Center (SMMC) for more than twenty years.

DISCUSSION:
The County's need for ophthalmology services remains substantial due to the aging of its patient population. Dr. McNamara has agreed to provide the same level of ophthalmology services as his previous agreement and will continue to share call coverage with the other two ophthalmologists under contract with SMMC. In addition, Dr. McNamara will serve as Medical Director of Ophthalmology, with responsibility for preparing and managing the monthly call schedule and take appropriate steps to ensure manageable patient wait times for services.

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

The agreement and resolution have been reviewed and approved by County Counsel as to form.

The resolution contains the County's standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

It is anticipated that 85% of diabetic patients will receive annual retinal/dilated eye exam.
