B)                     Approve an Appropriation Transfer Request (ATR) in the amount of $35,000 appropriating Measure K funds from Non-Departmental Services Reserves to Non-Departmental Services Miscellaneous Other Contributions to support the part-time Administrative Coordinator for CoastPride.

BACKGROUND:

In March 2021, the Pride Center of San Mateo County conducted a survey on the impact of COVID-19 on the Lesbian, Gay, Bisexual, Transgender, Questioning, and Intersex (LGBTQI+) community, with the following findings:

                     2 out of 5 respondents reported negative impacts on their financial stability;

                     1 out of 5 respondents reported negative impacts on their housing stability;

                     4 out of 5 respondents reported negative impacts on their emotional or mental health;

                     3 out of 5 respondents reported negative impacts on their physical health;

                     1 out of 5 respondents reported negative impacts on their safety or access to supportive resources.

 

The Pride Center concluded, based on its survey, that members of the LGBTQI+ community exhibit higher rates of negative impacts than average.

 

In the 2019 San Mateo County LGBTQI+ Commission Needs Assessment, over 60% of LGBTQI+ adults did not feel that enough health professionals were adequately trained to care for LGBTQI+ people, over 50% reported that there are not enough support groups for people who are LGBTQI+, and both youth and adult populations reported that the most difficult health services to access were LGBTQI+ groups/resources and Trans-specific medical services.

 

CoastPride was founded in August of 2019 and the board and volunteers strive to create a safe space online and at community events to gather a diversity of voices, raise awareness of LGBTQI+ issues, and address the needs of LGBTQI+ youth, families, and adults. CoastPride serves San Mateo County coastal communities from Pescadero to Pacifica.

 

DISCUSSION:

CoastPride is a relatively new 501(c)(3) organization with no staff and a volunteer board of nine members. There are three program areas, and all services are provided by the board and community volunteers.

The CoastPride Center (CPC) recently opened in Half Moon Bay on June 1, 2021. The community center will be the center of events, gatherings, and operations. Community centers are vital players in the LGBTQI+ movement and provide an invaluable link between LGBTQI+ people and local, state, and national efforts to advance equity. This community center makes services visible and accessible to a more diverse Coastside community, including many more LGBTQI+ people of color, low-income people, and rural residents from Pescadero to Pacifica.

 

CoastPride is using several innovative/low-cost measures, such as volunteers, need-based services, strategic collaboration, and evidence-based interventions and referrals. The community center will serve LGBTQI+ persons and allies, and most importantly, signal to all who are fortunate to live, visit or work on the Coastside that people of all sexual orientations and gender identities and expressions are welcome here.

 

The proposed Measure K funds will specifically support a part-time administrative coordinator at 20 hours per week for a period of one year. Responsibilities include managing the office, volunteer shifts, donations, visitor tracking; updating the website with timely information and regular events and programs; working on events with volunteers and board members; and managing the organization’s constituent relations database, DonorPerfect.

FISCAL IMPACT:
