BACKGROUND:

County Maintenance District 1 (CMD1) was formed in 2016 as the successor agency to the Los Trancos County Water District (LTCWD). Through this process, the County has agreed to work closely with a locally formed Community Advisory Council (CAC) to establish work plans that suit the needs of the community. The Woodside Fire Protection District (WFPD) services this area and has in-depth knowledge of historical fire protection programs within the area.

 

On July 25, 2017, this Board adopted Resolution 075364 authorizing the WFPD to provide fire prevention services to the communities of Los Trancos Woods and Vista Verde.

 

On June 23, 2020, this Board adopted Resolution 077516 authorizing an agreement with WFPD for Enhanced Fire Protection Services.

 

The CAC and the WFPD recommend adding a roof replacement cost-sharing program to their existing Enhanced Fire Protection Services Program. The program is designed to encourage homeowners with hazardous wood roofs to replacement them with a full Class “A”, non-combustible, non-wood roof.

 

DISCUSSION:

The Shake Roof Replacement Program would offer a $4.00 per square foot rebate if property owners replace their shake or shingle roof in the next 18 months with a Class ”A” rated roofing material. Property owners with wood shake or shingle roofs may apply for a roof replacement rebate through the WFPD. Members of the CAC approved this program in May 2021. The Department of Public Works, as administrators of CMD1, concurs with the recommendations of the CAC and WFPD.

FISCAL IMPACT:

The amendment to the agreement will increase the not-to-exceed amount by $80,000 to a new, not-to-exceed amount of $480,000 with no change to the term. An adjustment will need to be made to the County Maintenance District 1 FY 2021-22 budget in the September budget revision to cover the additional costs. There is no impact to the General Fund.
