BACKGROUND:
Public Safety Communications (PSC) has provided the City of San Carlos (the City) with full-time law enforcement communications services since November 2011, when the Board of Supervisors approved the initial agreement. The Board subsequently approved the First Amendment to this agreement in March of 2013 and the Second Amendment in September of 2016, which will end as of June 30, 2021.

DISCUSSION:
In April of 2021, the City and PSC reviewed and amended with mutually agreed upon changes and additions to the Agreement's terms and conditions, most notably, the payment schedule. The Third Amendment provides for the continuation of services from July 1, 2021 to June 30, 2026 with a total payment over the five-year term of the Amendment of $4,022,374.

In addition to communications and dispatch services, Public Safety Communications provides supervisory personnel 24 hours a day, seven days a week, management overhead, and public safety systems oversight and maintenance.

County Counsel has reviewed and approved the Amendment and Resolution as to form. The City Council of San Carlos approved the Amendment at the May 24, 2021 meeting.
