Subject: Amendment to the Agreement with Abode Services for CalWORKs Housing Support Program Rapid Rehousing Services
RECOMMENDATION:
title
Adopt a resolution authorizing an amendment to the Agreement with Abode Services for CalWORKs Housing Support Program Rapid Rehousing Services to add $323,522.38 in funds for a revised total obligation amount not to exceed $ 8,125,313.38 for the term of July 1, 2020 through June 30, 2023.
body
BACKGROUND:
The California Department of Social Services (CDSS) awards annual amounts of Work Opportunity and Responsibility to Kids (CalWORKs) Housing Support Program (HSP) funds to counties that apply and demonstrate the ability to administer the nationally recognized rapid re-housing program model for CalWORKs families who are homeless or at-risk of homelessness.
Rapid re-housing (RRH) is one key component of the homeless crisis response system. RRH programs provide intensive services to individuals and families with significant barriers to returning to housing. RRH is a type of homeless service that provides enrolled clients with intensive housing location assistance, time-limited rental subsidies, and case management.
In June 2019, HSA released a Request for Proposals for Homeless Services, including continuing RRH Services for the period from July 2020 through June 2023. Abode Services was selected to continue to provide these services because of its experience, and its qualifications, and its program approach best meets the needs of the County.
On July 7, 2020, through Resolution No. 077592, this Board authorized the execution of an Agreement with Abode Services for CalWORKs HSP RRH services for the term of July 1, 2020 through June 30, 2023 and for a total obligation amount not to exceed $7,801,791.
DISCUSSION:
HSA is requesting to amend this Agreement by adding $323,522.38 it recently received in supplemental funds from CDSS.
This additional funding would support ongoing RRH services under the CalWORKS HSP to address the housing crisis of CalWORKs families at imminent risk of or experiencing homelessness to include additional supportive services in response to COVID-19. RRH services will include providing housing location services, temporary financial assistance, temporary case management and services to return people experiencing homelessness to permanent housing.
The resolution contains the County’s standard provisions allowing an amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
County Counsel has reviewed and approved the resolution and the amendment to the agreement as to form.
