BACKGROUND:

On October 27, 2020, the Department of Public Works (Department) authorized an agreement with Circlepoint to prepare environmental documents necessary for the Grant Yard Radio Shop Project (Project). Funding for this Project was approved in the County’s Capital Improvement Program for FY 2020-21.

 

Circlepoint determined that an Initial Study (IS) and Mitigated Negative Declaration (MND) was required for the Project. The IS/MND has been completed and identified potential impacts. Those effects will be reduced to less-than-significant levels through the implementation of specific mitigation measures as identified in the Mitigation Monitoring and Reporting Program (MMRP) pursuant to Section 21081.6 of the California Public Resources Code. A 30-day public review period was completed in compliance with the provisions of California Environmental Quality Act (CEQA).

 

The County of San Mateo’s Radio Shop facility was previously located at the County’s Motor Pool building in Redwood City. The Radio Shop facility and staff have been temporarily relocated to leased space in Redwood City.

 

The new Radio Shop will be located at the Department’s Grant Yard facility. The building site was previously occupied by the Agriculture, Weights, and Measures Department, which has been relocated to an offsite modular office. The Agriculture, Weights, and Measures building has been demolished in preparation for the construction of the new Radio Shop facility.

 

The proposed Radio Shop consists of a two-story prefabricated Butler building, approximately 13,400 square feet, Type II-B construction with fire protection systems, HVAC, electrical and lighting, plumbing, underground utilities, storm drainage, exterior pavements, site work, landscaping, irrigation and other specified work.

 

DISCUSSION:

Based on the IS/MND, the recommended action, with the incorporation of the mitigation measures described in the MMRP, will not have a significant effect on the environment. There were no comments received during the public review period, which occurred on March 1, 2021 through March 30, 2021.

 

The Department recommends adoption of the MND and MMRP. The technical reports that constitute the record of proceedings upon which this determination is made are available for public review at the County of San Mateo Department of Public Works main office. The IS/MND is also available for review at: <http://planning.smcgov.org/ceqa-document/mitigated-negative-declaration-grant-yard-radio-shop>.

 

The IS/MND and MMRP are attached as Exhibits “A” and “B” to the resolution.

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

There is no fiscal impact associated with certifying the MND. Mitigation implementation will occur through normal construction practices and has been accounted for in the total project costs. There is no impact to the General Fund.
