BACKGROUND:

After obtaining Board approval on June 5, 2018, by Resolution No. 075929, the County entered into an agreement with The Multicultural Institute (MI) for the term of July 1, 2018 through June 30, 2020, for a total obligation amount of $332,000 to provide street-based outreach employment matching services to day laborers and employers. MI provides street-based outreach to laborers where they congregate, and arranges job placements, hosts informational workshops, connects day laborers to supportive services (benefits, vocational training, medical), and fosters relationships with/between stakeholders and the laborer community. The goal of MI’s Day Laborer Street Outreach Program is to increase employment and vocational training opportunities for day laborers, provide solutions to safety, provide information regarding workers’ rights and to address concerns from employers, communities and neighboring residents.

 

After obtaining Board approval on December 3, 2019, by Resolution No. 077089, the parties amended the agreement to extend the term by 12 months for a new term of July 1, 2018 to June 30, 2021, and increased funding by $332,000 for a new obligation amount not to exceed $518,185, to cover the cost to provide services for the extended term.

 

DISCUSSION:

The parties wish to amend the agreement to extend the term by two (2) years and increase funding by $359,090 to cover the cost for these services to continue for an additional two years. The cost to provide these services remains the same. This amendment will allow MI to continue to serve day laborers and domestic workers through vocational training, obtaining employment, and referrals to supportive services to promote self-sufficiency (legal, medical, education, etc.) These services not only address the needs of day laborers, but they also address economic concerns of the community by linking day laborers to employment and vocational services in the community.

 

The resolution contains County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

County Counsel has reviewed and approved the amendment and resolution as to form.

 

It is anticipated for FY 2020-21, FY 2021-22 and FY 2022-23, that this amendment will serve 200 day-laborers and domestic workers; 175 other low-income individuals; and 100 employers. It is also anticipated that there will be 300 job placements within the Day Laborer Street Outreach Program and that 92% of customer survey respondents will rate their overall satisfaction of the program services as good or better.

FISCAL IMPACT:

This amendment increases the term by two years for a new term of July 1, 2018 to June 30, 2023 and adds funding in the amount of $359,090, of which 100% is Net County Cost. Budgetary appropriation for this amendment will be added to the FY 2021-22 Recommended Budget and FY 2022-23 budget.
