BACKGROUND:
The San Mateo County STD/HIV Program has received federal Ryan White Part A funding to provide food services to San Mateo County residents affected by HIV/AIDS. Additional funding comes as a response to the COVID-19 pandemic and the increasing need of services for the HIV/AIDS population.

AIDS Community Research Consortium (ACRC) was allocated $450,000 with Board Resolution No. 077401 on May 5, 2020.

DISCUSSION:
To ensure continued and increased provision of services during this pandemic, it is necessary to increase the contract amount by $600,000. Payments to ACRC will not exceed $1,050,000.

Under this agreement, ACRC will provide food services to San Mateo County residents affected by HIV/AIDS. A Request for Proposals was released in January 2020, and ACRC was the sole bidder with a proposal to provide food services. The selection committee reviewed the proposal and determined that it met service requirements.

The resolution contains the County's standard provisions allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by County Counsel as to form. This agreement is coming to your Board late due to delays in the authorization of federal funding.
