BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of 30 years.

 

On December 13, 2016, the Board approved recommended Measure K allocations for FY 2017-19 to provide service for older County residents. On June 6, 2017, and June 5, 2018, the Board approved the following contracts: Alzheimer’s Disease and Related Disorders Association, Inc. (ADRDA); Daly City Peninsula Partnership Collaborative (DCPPC); Edgewood Center for Children and Families (ECCF); Institute on Aging (IOA); and Ombudsman Services of San Mateo County, Inc. (OSSMC), each for the term July 1, 2017 through June 30, 2018, under Resolution No. 075222; for the term July 1, 2018, through June 30, 2019, under Resolution No. 075920; and for the term July 1, 2019, through June 30, 2020, under Resolution No. 076562.

 

On June 30, 2020, the Board adopted Resolution No. 077541, which approved the staff recommendation to continue funding these ongoing Measure K initiatives for FY 2020-21. This Resolution did not include approval for continued contracting with ADRDA, ECCF, or OSSMC.

 

DISCUSSION:

San Mateo County Health requests that the Board adopt a resolution authorizing the Chief of San Mateo County Health or their designee to execute agreements to continue the following Measure K-funded services through the providers listed below. The term for the new agreements with these providers will be July 1, 2021, through June 30, 2023.

 

Daly City Peninsula Partnership Collaborative - Friendly Visiting and Meals Express program ($155,850 for FY 2021-22 and $155,850 for FY 2022-23)

The DCPPC Friendly Visiting and Meals Express program serves to alleviate the isolation felt by older adults and persons with disabilities, while maximizing their ability to age in place. DCPPC will provide emergency meals, groceries, or brown bag delivery assistance to homebound seniors or disabled adults who have recently been discharged from the hospital and do not immediately qualify for home-delivered meals, or who have been placed on a waiting list for home-delivered meal services.

 

Institute on Aging - Friendship Line ($218,545 for FY 2021-22 and $218,545 for FY 2022-23)

The IOA’s Friendship Line provides services to older adults and adults with disabilities in San Mateo County. The Friendship Line is the only 24-hour hotline in the U.S. offering suicide intervention and prevention for seniors and disabled adults, and it provides crisis support services, including a unique call-out service. The funding sought through the current resolution represents the County’s standard financial contribution to the operation of the Friendship Line. (The Board of Supervisors also approved funding on April 7, 2020, for a one-time contribution to the Friendship Line to support its increased call volume during the COVID-19 crisis for FY 2019-20.)

 

Peninsula Volunteers, Inc.- Supplemental Meals on Wheels ($43,260 for FY 2021-22 and $43,260 for FY 2022-23)

Peninsula Volunteers, Inc. (PVI) provides Supplemental Home Delivered Meals to adults between the ages of 18-59 who are homebound due to an incapacitating disability and/or illness. These clients can live at home if meals are provided, but they are unable to prepare or obtain nutritious meals. Recipients have been assessed by the California Department of Aging as high “nutritional risk rating” and they will be required to pay for a portion of each meal.

 

Ombudsman Services of San Mateo County, Inc. ($121,983 for FY 2021-22 and $121,983 for FY 2022-23)

The OSSMC provides onsite monitoring and complaint investigation and resolution services to individuals residing in San Mateo County long-term care facilities.

 

A waiver of the Request for Proposals process is requested for each of the above agreements because staff have determined that the selected provider is the sole source for these services.

 

The agreements and resolution have been reviewed and approved by County Counsel as to form. The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate per agreement).

 

The resolution also contains a provision to allow the Chief of San Mateo County Health or their designee to modify the performance measures to implement changes in the reporting requirements, as may be appropriate to help the County more effectively communicate information about Measure K programs.

 

It is anticipated that:

                     DCPP will deliver 3,600 meals per year;

                     The IOA’s Friendship Line will have 1,800 calls in and 3,600 calls out per year;

                     PVI will provide 6,800 supplemental home-delivered meals to adults ages 18-59 with a disability or illness per year;  

                     And OSSMC will serve 6,000 clients per year.

FISCAL IMPACT:

The term of the agreements is July 1, 2021, through June 30, 2023. The total amount of Measure K funds authorized to be expended pursuant to the above agreements is $1,079,276 for the two-year term. Funding for FY 2021-22 will be included in the Aging and Adult Services (AAS) FY 2021-22 Recommended Budget. Funding for FY 2022-23 will be appropriated in the in the AAS FY 2022-23 Recommended budget.
