BACKGROUND:

The San Mateo County Public Guardian (PG) is required to place conservatees in the lowest level of care appropriate for their needs. Lakeview Lodge, Inc. (Lakeview Lodge) is a board and care facility in San Mateo County that is successfully caring for some of the PG’s conservatees with challenging behavioral issues who are difficult to place. This facility offers a community environment where conservatees can thrive while receiving specialized assisted living services based on their individualized needs. Without the services provided through Lakeview Lodge, the PG would need to identify other placement options, which could include placement in locked facilities, such as a skilled nursing facility or an acute psychiatric facility.

 

Since December 1985, your Board has approved resolutions authorizing expenditures for various residential care facilities serving clients with mental illnesses.

 

DISCUSSION:

Approval of this agreement allows conservatees currently residing at Lakeview Lodge to remain at the facility. The agreement also provides the opportunity for County Health to place additional conservatees or non-conserved clients at Lakeview Lodge when appropriate for their specific needs.

 

Under the County’s Administrative Memorandum B-1, the selection of providers for housing and related support services is exempt from the Request for Proposals requirement.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

It is anticipated that 100% of clients residing in Lakeview Lodge will be provided assistance with prescribed medication, as ordered by their physician.

FISCAL IMPACT:

The term of this agreement is July 1, 2021 through June 30, 2024. The amount to be expended pursuant to the agreement is not to exceed $500,000 for the three-year term and will be 100% funded from Net County Cost. The payment provisions and levels of service in this contract are materially the same as in the prior agreement between the County and Lakeview Lodge. Funds for these services are included in the Aging and Adult Services FY 2021-22 Recommended Budget. Similar arrangements will be made for future impacted budgets.
