BACKGROUND:
Environmental Health Services' (EHS) Household Hazardous Waste (HHW) program was formally established in 1992, after passage of AB 939, the California Integrated Waste Management Act. This State law requires local jurisdictions, such as the County, to manage household hazardous waste programs.

EHS' HHW program provides opportunities for residents, small businesses, and municipalities to safely reduce, reuse, recycle and/or dispose of residential hazardous wastes. The HHW program also includes door-to-door services for the most vulnerable residents and a Product Reuse Program.

The HHW program operates a permanent collection facility at the County's Tower Road campus and multiple satellite and temporary collection sites throughout the County. The HHW program also provides support to local retailers serving as retail HHW collection sites for batteries and fluorescent lamps and businesses with small amounts of hazardous waste.

In operating its HHW program, EHS contracts with vendors to provide additional labor, equipment, supplies, transportation, and disposal services.
