BACKGROUND:

This Board has adopted similar resolutions designating parking restrictions.

 

Section 22507 et al. of the California Vehicle Code and Section 7.30.010 of the San Mateo County Code of Ordinances provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

 

The Department of Public Works (Department) received a Parking Restriction Request from Midpeninsula Regional Open Space District (MROSD) requesting parking restrictions along Purisima Creek Road and Higgins Canyon Road in unincorporated Half Moon Bay. The nearby parking lot for Purisima Creek Redwoods Preserve overflows onto the roads, which restricts two-way vehicle traffic when both sides of the road are being used for parking.

 

The proposal calls to extend the existing “No Parking” zones already in place and preserve parking where possible on both Purisima Creek Road and Higgins Canyon Road near the Preserve to allow open and clear roads for residents and emergency vehicles.

 

DISCUSSION:

Over the past several months, MROSD has worked closely with residents in the area to develop the proposed parking restriction plan. MROSD has agreed to monitor and enforce parking restrictions along these roads. MROSD also plans to develop other parking lots on Verde Road and Higgins Canyon Road in a few years to provide other points of access to their trails. 

 

The Department evaluated the request and determined that the proposed parking restriction along Purisima Creek Road and Higgins Canyon Road would benefit the community, improve two-way vehicle traffic safety and extend the existing parking restrictions already in place.

 

Property owners on adjacent blocks, extending a minimum of 300 feet from the proposed parking zone location, were notified of the date and time of this Board’s meeting when this item will be considered. Comments received to date are in favor of this change and are summarized in Attachment “A”.

 

The location of parking zones and other traffic restrictions on County-maintained streets are currently shown on maps in the Department of Public Works’ office and will be made available in list form on maps on the Department’s website. The master list will be updated to reflect the recommended changes, if this Board approves the proposed resolution.

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The cost of installing signs and painting parking zone markings varies but averages approximately $550 per parking zone. Forty-five signs would be installed for a total of $24,750. Costs are included in the Department’s FY 2020-21 Adopted Budget. There is no impact to the General Fund.
