Adopt a resolution authorizing an agreement with David McIntyre for the provision of assessment, psychological testing, and evaluation services for youth, for the term of July 1, 2021 through June 30, 2023, in an amount not to exceed $310,200.

BACKGROUND:
Under Chapter 26.5 of the Government Code, psychological assessments are required for special education youth referred for mental health services. Services will include psychological testing and evaluations for youth in the juvenile justice system, assessments and testimony in selected cases requiring mediation and/or fair hearings, and clinical supervision of clinical psychology interns.
In April 2007, Mental Health Services issued a Request for Proposals (RFP) for youth assessment services. No proposals were received for these services. David McIntyre was subsequently identified by staff as the only known qualified provider of these services.
DISCUSSION:
David McIntyre will provide psychological assessments for special education youth referred for mental health services under Chapter 26.5 of the Government Code. Services will also include psychological testing and evaluations for youth in the juvenile justice system, assessments and testimony in selected cases requiring mediation and/or fair hearings, and clinical supervision of clinical psychology interns.
Under the B-1 memo, individual private providers of mental health services are exempt from the RFP process. Behavioral Health and Recovery Services (BHRS) intends to release a Request for Quotes in FY 2022-23 to determine if there are any new individual providers who are qualified and willing to contract with BHRS to deliver these services.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
It is anticipated that 100% of assessments will be completed by the dates set by the referring juvenile court or probation officer.

FISCAL IMPACT:
The term of the agreement is July 1, 2021 through June 30, 2023. The amount of the agreement is not to exceed $310,200 for the two-year term. Funds in the amount of $124,080 or 40% will be funded by Realignment; $155,100 or 50% will be funded by Federal Financial Participation; and $31,020 or 10% will be funded by Net County Cost. $155,100 is included in the BHRS FY 2021-22 Recommended Budget. Similar arrangements will be made for future years.
