BACKGROUND:
Since 2004, the One-e-App (OeA) system provided by Alluma has been used by certified enrollment counselors in San Mateo County to help families apply for health coverage programs administered by County Health. The development of this product was originally supported by the California Health Care Foundation in furtherance of its philanthropic aims to connect low-income residents to healthcare. Several counties, including San Francisco, Alameda, and Los Angeles also use the Alluma OeA product.

Since 2007, County Health conducted Request for Proposals (RFP) processes to explore the market for technology solutions and determine whether the Alluma offering continues to offer the best value for San Mateo County. Your Board has approved agreements with Alluma, with the most recent agreement executed for the term July 1, 2018 through June 30, 2021.

An RFP issued in 2017 resulted in two bids that were evaluated by County Health. Both bids required significant development investments and would require substantial transition time for the staff and partners involved...
