BACKGROUND:
On May 19, 2015, the Board of Supervisors accepted a report and provided direction on the allocation of $11,500,000 in Measure A funds for affordable housing programs and projects. Included in the report as an immediate action item was the allocation of up to $160,000 of Measure A funds for a two-year contract with a service provider to provide landlord and tenant information and referral services, including educating and informing landlords and tenants in San Mateo County about their rights and responsibilities, providing conflict resolution, and preventing miscommunication and rental-related conflicts that contribute to the housing crisis for tenants in San Mateo County. The Board directed staff to conduct a Request for Proposals (RFP) to solicit proposals from service providers that provide landlord and tenant information and referral services in San Mateo County.

At the conclusion of the RFP, Project Sentinel was selected to provide landlord and tenant information and referral services for County residents. Project Sentinel is a local non-profit organization that has extensive experience in providing services relating to (1) fair housing education and enforcement; (2) landlord-tenant counseling/dispute resolution and; (3) home ownership (mortgage counseling and first-time homebuyer training).
