BACKGROUND:

On April 24, 2020, Governor Gavin Newsom announced the launch of the Great Plates Delivered program (GPD), a meal delivery service for California’s older adults. The GPD serves two purposes: 1) help seniors and other adults at high risk from COVID-19 to stay home and stay healthy by delivering three nutritious meals each day to their homes; and 2) provide essential economic stimulus to local businesses struggling to stay afloat during the COVID-19 crisis. The GPD is authorized by the Federal Emergency Management Agency (FEMA) in 30-day increments and is currently approved to run through May 7, 2021.

 

The amended contract values are based on the current number of meal recipients from each restaurant participating in the program and the projected cost of the program to operate through September 30, 2021. Utilization of the contracts is contingent on FEMA continuing to provide monthly extensions for the GPD through September 30, 2021. County Health is requesting your Board to authorize contract extensions in three-month increments for administrative efficiency. It is anticipated that these contracts will terminate at the earlier of September 30, 2021 or the date when FEMA notifies the County of the end of GPD funding.

 

Between May 9, 2020 and April 15, 2021 in San Mateo County, the GPD provided 2,133,579 meals to older adults and added $46,938,738 to the local restaurant economy. As of April 15, 2021, there were 84 total restaurants actively participating in the GPD. 

 

DISCUSSION:

Pursuant to Government Code section 25502.7, the Board of Supervisors adopted Resolution 077305 on March 24, 2020, which authorizes the County’s Director of Emergency Services (Director), or the Director’s designee, to engage independent contractors for up to $500,000 to perform services for the County related to the COVID-19 local emergency. The County Manager designated County Health to administer the GPD in San Mateo County. Pursuant to the authority granted under Resolution 077305, the County entered into a number of contracts with restaurants to provide meals for the GPD. These contracts have been amended from time to time thereafter, to extend the term of the agreements and the maximum amounts authorized to be expended thereunder. 

 

To maintain a continuity of service and to most expeditiously administer the program, County Health requests that your Board authorize further amendments to the GPD agreements with the following 75 vendors, whose contract amount would exceed the $500,000 amount, for a combined total amount not to exceed $99,583,000, with each agreement not to exceed the amounts indicated: IVSF Catering ($2,537,000), Red Rooster Catering Inc. Securing funding agreements through September 30, 2021 (contingent on FEMA’s continuation of the program) will permit the County to make timely payments to participating restaurants when invoices are received.

 

Through the end of February 2021, the provision of the GPD and similar programs in other jurisdictions were 75% by FEMA, 18.75% by the State, and 6.25% by the County. On February 3, 2021, FEMA announced that the federal government would cover 100% of the cost of emergency feeding distribution programs through September 30, 2021. On February 5, Governor Newsom’s office confirmed that the GPD was eligible for full reimbursement under the new federal policy.

 

The resolution has been reviewed and approved by County Counsel as to form.

It is anticipated that the GPD will provide 2,569,893 meals to San Mateo County participants.

FISCAL IMPACT:

Program costs are limited to $66 for each participating recipient, for three daily meals, including delivery charges. This is based on an average of U.S. General Services Administration per diem rates for California. The provision of services is funded 100% by FEMA.
