BACKGROUND:
Hate crimes in the United States rose to the highest level in more than a decade in 2019. On March 35, 2021, Assembly Member Al Muratsuchi amended AB 557 to create a state-wide hate crimes hotline.
DISCUSSION:
California has seen a recent spike in hate crime activity. To address this issue, multiple states and local jurisdictions have implemented hate crimes hotline programs to facilitate reporting. AB 557 (Muratsuchi) would require the California Department of Justice (DOJ) to establish and maintain an accessible toll-free hotline number and an online form to reporting hate crimes and hate incidents.
The bill unanimously passed out of the Assembly Public Safety Committee on April 4, 2021. It is now in the Assembly Appropriations Committee.
