RECOMMENDATION:

title

Adopt a resolution waiving the request for proposals process and authorizing an agreement with Hill Rom Company, Inc. for the Nurse Call Installation Project for the term of April 20, 2021 to December 1, 2022 in an amount not to exceed $604,742.

body

BACKGROUND:

In 2015, the San Mateo Medical Center’s (SMMC) Nurse Wing was upgraded and a Hill Rom nurse call system was installed. SMMC is requesting that the latest version of the Hill Rom nurse call system be installed throughout the entire hospital.

In January 2019, a feasibility study was completed by Smith-Karng Architecture to perform an evaluation of the existing nurse call system at the SMMC. They assessed the serviceability and capabilities of the current system and provided recommendations on how to achieve applicable Level 1 Office of Statewide Planning and Development (OSHPD) compliance. The existing nurse call system is comprised of multiple systems, which are obsolete and no longer supported by the manufacturer.

DISCUSSION:

The Department of Public Works (Department) obtained the services of Hill Rom Company, Inc. for the propriety design of the Hill Rom nurse call system. Upon project approval of the plans for construction, which is expected in May 2021 from OSHPD, construction would begin onsite subject to this Board’s approval of the agreement.

Due to the complexity and vital nature of the nurse call system, the Department will need to issue a sole-source contract for the installation portion of this project. Hill Rom Company, Inc. has propriety installers that have been certified to properly execute construction of the Hill Rom Nurse call systems.

On February 2, 2021 Hill Rom Company, Inc. provided a proposal for the installation of a new Hill Rom Nurse Call system throughout SMMC for $604,742.

County Counsel has reviewed and approved the resolution and agreement as to form.

FISCAL IMPACT:

This agreement is for a term of April 20, 2021 to December 1, 2022 in the amount of $604,742. Funding for this agreement is included in the adopted Capital Projects budget for FY 2020-21. There is no impact to the General Fund.
