B) The execution of the Transmittal Letter to the California Department of Aging required to complete the submission process.

BACKGROUND:
In July 1992, Aging and Adult Services convened a broad-based group of persons with disabilities, seniors, caregivers, and service providers to form the New Beginning Coalition (NBC). The purpose of the coalition was to improve the quality of life for San Mateo County's diverse population of older persons and adults with disabilities. The primary vehicle for achieving that goal was the development of a long-range plan for a continuum of services that would be responsive to the needs of its consumers and would acknowledge and incorporate the diversity that exists in the County.

The NBC, in coordination with the Commission on Aging (CoA) and the Commission on Disabilities (CoD), develops and implements a comprehensive process for involving consumers and agencies in the development of each new Area Plan. Participation includes representatives from key private, non-profit, and governmental agencies that provide services for older adults and adults with disabilities, consumers, and representatives from minority communities, with the ongoing involvement of the CoA and CoD.
