BACKGROUND:

During the CZU Lightning Complex Fires that started on August 14, 2020, Gazos Creek Road was used for access by Cal-Fire’s fire fighting vehicles, trucks, and heavy equipment to suppress the wildfires. During this emergency operation, Gazos Creek Road sustained damage to the roadway. This disaster was identified by the Federal Emergency Management Agency (FEMA) as the California Wildfires (DR-4558-CA).

 

The County submitted a request to FEMA to fund appropriate road repairs due to the damage to Gazos Creek Road. FEMA approved the funding request and the Department of Public Works (Department) is working to have the repair work, as described in the funding request to FEMA, completed.

 

Gazos Creek Road is approximately 3.3 miles in length and located in an unincorporated area of the County south of Pescadero.

 

DISCUSSION:

The roadway repair work consists of performing pavement repairs at heavily damaged locations and applying a surface treatment known as a microsurfacing seal over the entire roadway surface. A microsurfacing seal is the application of a thin layer of asphaltic emulsion and fine aggregate over the existing road surface (approximately 1/4 inch in thickness).

 

The Department recommends expediting construction of the Gazos Creek Road Repair Project (Project). As such, the Department requests that this Board authorize the Director of Public Works to proceed with finalizing the plans and specifications and call for bids for the Project to ensure construction can begin during the 2021 summer construction season. In a subsequent Board action, the Department will present the plans and specifications for this Board’s adoption and recommend awarding the Project to the lowest responsible bidder. This Board has previously approved the use of this “streamlined” process to shorten the time required to award a contract in order to ensure compliance with specific funding or construction deadlines.

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The estimated total cost for this Project as included in the request for funding from FEMA is $729,560. FEMA will fund 75 percent of these costs, California Office of Emergency Services will fund 18.75 percent, and the County’s Road Fund will fund the remaining 6.25 percent.

 

There is no impact to the General Fund.
