BACKGROUND:

Public Resources Code sections 48000 et seq. authorizes the California Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) to support the State of California’s (State) efforts to reduce, recycle, and reuse solid waste generated in the State, which preserves landfill capacity, protects public health and safety, and the environment. CalRecycle establishes procedures governing the application, awarding, and management of the grants, and requires an applicant’s governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants.

DISCUSSION:

The Department of Public Works (Department) intends to apply for grants, as appropriate, for roadway maintenance projects. Specifically, the Rubberized Pavement Grant program administered by CalRecycle would aid the Department in exploring new types of maintenance technologies and methods, which would also help the State’s goals in recycling rubber tires. CalRecycle also offers other grant programs that the Department may want to apply for in the future.

CalRecycle requires that agencies applying for grant funding adopt the CalRecycle form of resolution that authorizes and delegates authority to the appropriate levels in the agency. CalRecycle also stipulates that the authorizations be effective for five (5) years from the date of the adopted resolution. Authorizing the Director of Public Works or the Director’s designee on behalf of the County to submit grant applications to CalRecycle complies with CalRecycle’s requirements and will allow the Department to submit future CalRecycle grant applications.

FISCAL IMPACT:

There is no impact to the General Fund or any other of the County’s Funds by this Board adopting the resolution.
