Measure K: Adopt a resolution authorizing a second amendment to the Memorandum of Understanding with the San Mateo County Libraries in support and in furtherance of "The Big Lift" Initiative, adding the responsibility of Family Engagement, including the Raising-A-Reader program, for the term March 1, 2021 through June 30, 2021, increasing the not-to-exceed amount by $50,000 for a new not-to-exceed amount of $1,138,012 for FY 2020-21, and authorizing the County Manager, or designee, to execute the amendment.

BACKGROUND:
Since 2016, the San Mateo County Libraries (SMCL) has operated The Big Lift Inspiring Summers (BLIS) program in collaboration with school staff and community partners to curb learning loss in the summers between kindergarten and third grade.
On March 26, 2019, the County entered into a Memorandum of Understanding (MOU) with SMCL, whereby the County would contribute amounts not to exceed $1,088,012 for FY 2019-20 and $1,088,012 for FY 2020-21 toward the BLIS program. On June 30, 2020, the parties amended the MOU ("Amendment 1") reducing the number of school districts participating in BLIS during the summer of 2020 due to the COVID-19 pandemic, with no change to the not-to-exceed amount and the term of the MOU.
DISCUSSION:
The Family Engagement portion of The Big Lift, including the Raising-A-Reader (RAR) program, has historically been the responsibility of the Silicon Valley Community Foundation (SVCF), and has been included in a separate MOU between SVCF, San Mateo County Office of Education (SMCOE) and the County.
