Adopt a resolution authorizing an amendment to the agreement with the Mental Health Association of San Mateo County for housing and housing-related mental health services, rehabilitation services, technology supports for clients and families, and additional Flexible Fund administration, increasing the amount by $39,216 to an amount not to exceed $4,588,264, with no change to the agreement term.

BACKGROUND:
On September 29, 2020, this Board approved an agreement with Mental Health Association of San Mateo County (MHA) for housing and housing-related mental health services, rehabilitation services, and Flexible Fund administration for the term of July 1, 2020 through June 30, 2022, in an amount not to exceed $4,549,048.
DISCUSSION:
MHA currently provides: (1) rehabilitation services for seriously mentally ill adults with co-occurring disorders, (2) emergency short-term housing at the Spring Street Emergency Shelter for homeless clients, (3) Shelter Plus Care Project coordination, (4) operation of the Friendship Center, (5) Flexible Funds administration for BHRS’ Adult and Older Adult Services and its Pathways Program. Lastly, MHA secures and manages 30 units of high-quality housing for transition-age youth Full-Service Partnership enrollees.
It is now necessary to amend the agreement to add technology supports for clients and family members that do not have the resources to purchase the technology they need to participate in telehealth services and online groups, as well as Pathways Flex Funds for a pre-trial jail felony mental health diversion program for individuals charged with felony offenses in San Mateo County.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
It is anticipated that 85% of clients in supportive housing will not be hospitalized.

FISCAL IMPACT:
The term of the amended agreement is July 1, 2020 through June 30, 2022. The amount of the amended agreement is not to exceed $4,588,264. The amendment increases the contract maximum by $39,216 and is included in the BHRS FY 2020-21 Adopted Budget. Of the increase, the Mental Health Services Act (MHSA) will fund $5,916 and the Department of State Hospitals (DSH) Mental Health Diversion Program Grant will fund $33,300.
