BACKGROUND:

On March 3, 2020, the County’s Health Officer issued a “Declaration of Local Health Emergency Regarding Novel Coronavirus 2019,” and the County Manager, as the County’s Director of Emergency Services (the “Director”), issued a proclamation of local emergency pursuant to Government Code section 8630 and Chapter 2.46 of the County’s Ordinance Code, which proclamation was ratified by this Board on March 10, 2020, pursuant to Government Code section 8630, and extended by this Board on April 7, 2020, until such time as the local emergency is terminated (the “COVID-19 Local Emergency”).

 

In response to the COVID-19 Local Emergency, the County of San Mateo’s Emergency Operations Center (EOC) was engaged to assist in the County’s response. Pursuant to the Board approved Resolution No. 077305 in accordance with Government Code Section 25502.7, the Director entered into an agreement with San Mateo County Event Exposition and Fair Association, DBA San Mateo County Event Center (Contractor) for the provision of facility and equipment rental and personnel support for the County’s mass vaccination site for a term of January 1, 2021 through April 30, 2021, for an amount not to exceed $500,000.

 

DISCUSSION:

Contractor has been a reliable partner to the County of San Mateo during the COVID-19 Local Emergency. The services provided as part of this Agreement include facility and equipment rental and personnel support for the County’s mass vaccination site. Contractor’s site is an accessible location for County of San Mateo residents and Contractor’s personnel support has been critical during the mass vaccination effort. The Emergency Operations Center is requesting that this Board waive the formal solicitation process in order to ensure continuation of services to the public in response to the COVID-19 Local Emergency.

 

These services have significantly contributed to the success of the county-wide vaccination effort. Due to the ongoing COVID-19 Local Emergency, the County has a continuing need for the services provided by Contractor and staff therefore recommends this Board authorize a first amendment to increase the maximum fiscal obligation by $4,500,000 to an amount not to exceed $5,000,000 and extend the contract term from April 30, 2021 to June 30, 2021.

 

FISCAL IMPACT:

This amendment will add $4,500,000 to the amount authorized to be expended under the agreement, bringing the total value of the contract to $5,000,000, and it extends the term to June 30, 2021.  The County anticipates that the funds to pay for the services provided pursuant to this amendment will come from non-General Fund sources.  Specifically, we expect that the funds will be covered by reimbursement from the Federal Emergency Management Agency and/or by funds provided through the federal American Rescue Plan or through State funds included in next year’s budget that may be made available in connection with the County's response to the COVID-19 pandemic. An Appropriation Transfer Request will be brought to the Board within the next month, after we have final confirmation of the full scope and budget of the project contemplated by the amendment.
