BACKGROUND:

Between 2009 and 2012, the County of San Mateo oversaw development of the two-phase Highway 1 Safety and Mobility Improvement Study (Study). The Study evaluated opportunities and constraints for active transportation mobility and accessibility throughout the Midcoast. The Study included conceptual alternatives and recommendations to improve active transportation facilities and coastal access along the Highway 1 corridor, including a proposed Midcoast Multi-Modal Trail for pedestrian and bicycle travel. The Midcoast Multi-Modal Trail Project (Trail Project) is also referred to as the Parallel Trail Creation Hwy 1 Project on the County’s Capital Improvement Project list.

 

On June 16, 2015, February 14, 2017, March 13, 2018, and March 26, 2019 this Board adopted Resolution Nos. 073880, 075025, 075778 and 076507, respectively, which approved an agreement and amendments with BKF Engineers to design and prepare the bid documents for the Trail Project in the Miramar area between Coronado Street and Mirada Road (Segment 1). These actions authorized the agreement with BKF Engineers through December 31, 2019 with a not to exceed amount of $595,450.

 

On March 19, 2020, the Community Development Director executed an amendment to the agreement with BKF Engineers extending the term through December 31, 2021.

 

On February 23, 2021, this Board adopted Resolution No. 078012, which approved an amendment to the agreement with BKF Engineers to include development of a Lead Compliance Plan, as required by Caltrans, and construction support services. This amendment extended the term through December 31, 2022 and increased the agreement amount by $179,785, for a new total not to exceed amount of $775,235.

 

DISCUSSION:

The County is proposing to construct the Midcoast Multi-Modal Trail Improvements Project (Project), which is 0.8-miles long in the Miramar area between Coronado Street (north end) and Mirada Road (south end) and in an unused portion of the State’s Highway 1 right-of-way. The Project includes a 12-foot wide multi-use trail with an 8-foot wide asphalt trail surface with 2-foot wide decomposed granite jogging paths on either side of the asphalt trail.

 

The proposed trail will enable people to more easily commute by bicycle or foot from El Granada to Miramar and eventually serve as a connection to the Naomi Patridge trail which connects to Half Moon Bay. The Project also includes a connection to the El Granada Elementary School, which may be used for students who live in the Miramar area.

 

The Department would like to expedite construction of the Trail Project, which requires authorization from Caltrans through a maintenance agreement and encroachment permit. The County is continuing to work with Caltrans on these items, which once received, will allow the Department to move forward with advertising the Trail Project for bids. As such, we are requesting that the Board authorize the Director of Public Works to proceed with finalizing the plans and specifications and call for bids for the Trail Project, once the Caltrans requirements have been satisfied, to ensure construction can begin during the 2021 summer construction season. In a subsequent Board action, the Department will present the plans and specifications for this Board’s adoption and recommend awarding the Trail Project to the lowest responsible bidder. This Board previously approved the use of this “streamlined” process to shorten the time required to award a contract in order to ensure compliance with specific funding or construction deadlines.

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The estimated construction cost of the Project is $2,978,000. The Project has been budgeted and will be financed as follows:
