BACKGROUND:

FY 2019-20 Measure K funding was used for the Medical Reserve Corps in the amount of $40,607. This program is a collaborative effort between local communities and the County which enhances preparedness and response to major medical health emergencies and disasters. It is composed of specially trained volunteers who work in conjunction with Public Health infrastructure during emergencies or disasters. Volunteers dedicate their time and expertise in a variety of fields, such as public health, medicine, project management, nursing, and more to ensure a rapid, thorough and safe response to the healthcare needs of the public. 

 

Total Measure K funding for Health for FY 2019-20 was $12.7M and is $13M for FY 2020-21.

 

DISCUSSION:

During the FY 2019-20 budget development process and various meetings with the County Manager’s Office and Board of Supervisor Budget Subcommittee, it was determined that the Medical Reserve Corp needed additional funding to continue to support the development and implementation of the program including managing the influx of volunteers. Rather than request additional Measure K funding, Health recommended savings from other programs be redirected towards this effort. Savings are achieved by vacant positions.

 

A year-end end ATR should have been done for FY 2019-20 to reflect the final amount available for transfer. This action now corrects that oversight.

 

The need continues into FY 2020-21 and a second ATR is being done at this time to redirect projected savings. 

 

The budget will be corrected for the FY 2021-23 cycle. 

 

FISCAL IMPACT:

There is no impact on the General Fund. Savings from the Behavioral Health and Recovery Services Mental Health First Aid Measure K program will be redirected to the Medical Reserve Corp for FY 2019-20 and FY 2020-21 increasing the annual budget by $77,634. The total Measure K allocated to Health remains under the budgeted allocation of $12.7M for FY 2019-20 and $13M for FY 2020-21.
