BACKGROUND:
The Public Authority Advisory Committee was established to meet and confer with the Public Authority about those aspects of the In-Home Supportive Services (IHSS) Program that relate to home care providers. The Advisory Committee will focus primarily on issues relating to IHSS provider training and the maintenance of the IHSS Provider Registry.

DISCUSSION:
Helen Lo and Dolores Clemente were first appointed to the Public Authority Advisory Committee in April 2016 for their first full terms. While the terms for the Public Authority Advisory Committee are for up to four years in length, members may serve for terms as determined by the Board. This recommendation is for a 2-year term for each.

Helen Lo is a consumer of In-Home Supportive Services and previously served on the Commission on Disabilities from 2008 through 2020. Helen Lo serves as one of the at least three members who must be current or former "users of services" as defined by Section 2.20.100 of the San Mateo County Ordinance Code.
