BACKGROUND AND DISCUSSION:
There are two vacancies on the Joint Powers Financing Authority governing board following the unexpected passing of Jim Fox and the resignation of Steve Alms. The JPFA supports the recommendation to appoint Jim Saco and Donna Vaillancourt to fill these vacancies.

Jim Saco initially joined the County of San Mateo as an Accountant with the County Clerk-Recorder's Office in 1987. He also spent time in the Superior Court Clerk's Office and the District Attorney's Office before joining the County Manager's Office in 1997. As Budget Director, from August 2006 until his retirement in March 2018, his primary responsibilities were overseeing the County's budget process, preparing long-range revenue and expenditure forecasts, coordinating the issuance of debt, developing and implementing fiscal policies, and providing training in the areas of budget preparation and monitoring. In addition, he served as the Assistant Secretary to the County's Joint Powers Financing Authority and chaired the County's Building Security Work Group. Jim currently serves on the Countywide Oversight Board (for redevelopment successor agencies) and the Service League Board. He holds a Bachelor of Science in Accounting from San Francisco State University.
