BACKGROUND:
The Bay Area Regional Energy Network (BayREN) is a collaboration of the nine (9) Bay Area counties implementing energy-saving programs on a regional level. BayREN is administered by the Association of Bay Area Governments (ABAG) with funding from the California utility ratepayers under the auspices of the California Public Utilities Commission. Since the first program cycle in 2013, ABAG has contracted with the County for local outreach for BayREN programs. On March 24, 2020, this Board adopted Resolution No. 077308 authorizing the existing Agreement for the County to receive revenue of up to $637,383 from ABAG to fund local outreach support for BayREN programs in San Mateo County from January 1, 2020 through December 31, 2022.

DISCUSSION:
Staff requested additional funding for two additional scopes of work to the existing agreement with ABAG: supporting the production of home electrification case studies for the existing Single-Family Residential sub-program, and increasing County staff participation in a BayREN subcommittee within the Codes and Standards sub-program. The production of home electrification case studies will establish cost estimates and real-life implementation considerations for electrification of up to ten existing single-family homes in San Mateo County. ...
