Measure K: Recommendation to:
A) Adopt a resolution authorizing a one-time grant to Coastside Hope to support their Critical Needs program, providing financial assistance to residents impacted by loss of income, for a total amount not-to-exceed $20,000, and authorizing the County Manager, or designee, to execute the grant agreement; and
B) Authorize an Appropriation Transfer Request (ATR) appropriating $20,000 from Non-Departmental Services Measure K Loans and Grants to Non-Departmental Services Miscellaneous Other Contributions to fund the grant.

BACKGROUND:
Coastside Hope operates as a Core Agency in Half Moon Bay, and has been a trusted County partner during the COVID-19 pandemic. As the primary community assistance agency for the San Mateo County mid-coast region, Coastside Hope provides assistance for emergency needs including: food, rental and utility assistance, referrals for healthcare, help with complex forms, and advocacy. In addition to providing their usual services during the emergency, Coastside Hope has been an essential partner in distributing the funds from San Mateo County Strong as well as the Immigrant Relief Fund, primarily through the Critical Needs program.
Due to unexpected income loss as a result of COVID-19’s impacts on the local economy, some Coastside Hope clients now require additional financial assistance in order to maintain housing and food security. Many of these residents have already received assistance from the Immigrant Relief Fund and are unable to access existing sources of assistance a second time.
DISCUSSION:
Through their current Critical Needs program, Coastside Hope has been able to provide some residents in need with $500 grants. With additional Measure K funds, Coastside Hope would be able to expand its Critical Needs program, by providing additional $500 grants to residents whose need has increased due to unexpected loss of income.
Coastside Hope provides its grants on a first-come, first-served basis, and verifies that grant recipients are experiencing financial need by reviewing materials provided by clients, either paystubs clarifying last date paid or letters from the employer stating a delay in regular payment.
PERFORMANCE MEASURE:
Expand the Critical Needs program to provide additional financial support to individuals in need of financial assistance for housing and food security. |

This agreement has a total obligation amount not to exceed $20,000, entirely funded through Measure K reserves.
