BACKGROUND:

In April 2013, Dr. Grace Hassid assumed the role of Medical Director for Infection Control at San Mateo Medical Center (SMMC). Infection control addresses factors related to the spread of infections within the healthcare settings, including prevention, monitoring/investigation of demonstrated or suspended spread of infection within a particular healthcare setting, and management.

 

DISCUSSION:

Dr. Hassid will now provide infection prevention and control at SMMC for 30 hours per week, in conjunction with the SMMC Manager of Infection Control. This was increased from 20 hours per week, due to COVID-19 response.

 

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

It is anticipated that Dr. Hassid will act as Chair of the Infection Control Committee, or assign a designee, for 90% of Committee meetings.

FISCAL IMPACT:

The term of the agreement is April 1, 2021 through March 31, 2022. The amount of the agreement is not to exceed $250,000 for the one-year term. Funds in the amount of $250,000 are included in the SMMC FY 2020-21 Adopted Budget.

 

This contract’s not-to-exceed amount represents a net increase of 67% as compared to the previous agreement, largely due to the increased FTE amount from 0.5 to 0.75, increasing the hourly commitment from 20 hours a week to 30 hours a week. To determine the compensation rate, SMMC used the rates published in the 2019 Medical Group Management Association Provider Compensation and Production Report, a tool SMMC uses to benchmark all physician contract compensation. 

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC, and is within the existing annual appropriation.
